Chop onion and green pepper; slice mushrooms. Saute onion, green pepper and mushrooms in margarine in a large skillet
until glazed. Add beans, soup and cheese. Simmer until cheese is melted, stirring frequently. Add garlic powder, white pepper and black pepper to taste; mix well.
Spoon into a 2-quart casserole. Bake in a preheated 350 degree oven for 45 minutes to 1 hour.
